Mockers will be mocked. Sin, "living their own way," bears consequences, "bitter fruit." The consequences, "bitter fruit," causes one to choke on their own schemes. Basically, this is saying that those who do evil and deny the wisdom of the Lord will be forced to suffer the consequences. Their own plans will backfire and choke them...
God, I pray for those who live as enemies of the cross. Who deny your presence and your sovereignty. I pray for those who have gone astray. I pray that you, the Lord of all mercy and goodness, have pity on them and guide them back into finding life. Lord, without you, we are all ignorant and damned, either by being forced to eat the bitter fruit of living our own way or by living a lifeless life apart from you. God have mercy and give them a heart that seeks you-a heart that seeks true wisdom and life.
23Come and listen to my counsel. I’ll share my heart with you and make you wise. 26So I will laugh when you are in trouble! I will mock you when disaster overtakes you— 28“When they cry for help, I will not answer. Though they anxiously search for me, they will not find me. 31Therefore, they must eat the bitter fruit of living their own way, choking on their own schemes.
